Eliminates the $5.00 per month installment fee assessed on defendants authorized to pay court-ordered fines in installments under Arkansas Code § 16-13-704.

Removes provisions requiring collection and distribution of installment fees to the Judicial Fine Collection Enhancement Fund and circuit/district court automation funds.

Removes the additional $5.00 per month fee in circuit court for fine collection costs and the additional $5.00 per month fee in district court to be deposited into the State Administration of Justice Fund.

Retains all other provisions regarding installment payment authorization, including court requirements to determine ability to pay and prevent severe hardship, and collection of court costs from initial installment payments.
