Amends Arkansas Code § 21-6-203 to authorize the Commissioner of State Lands to establish and revise a schedule of rates, fees, and charges by rule rather than specifying fixed amounts in statute.

Limits fees to actual costs expended by the Commissioner plus 3% overhead, preventing fees from exceeding the costs of producing, filing, or performing deeds and services.

Modifies Arkansas Code § 26-37-105 to make the $25.00 collection fee discretionary ("may charge") rather than mandatory ("shall charge") and allows the fee to be established by rule.

Amends Arkansas Code § 26-37-201(a)(2) to allow publication fees for notices to be set by rule of the Commissioner rather than by specific statute reference.

Requires all rates, fees, and charges collected by the Commissioner of State Lands to be deposited into a state financial institution.
