Establishes the Employment Opportunities for Able-Bodied Adults Act of 2019 to require able-bodied adults under 60 years old receiving SNAP benefits to participate in employment and training programs if they have no dependents or only dependents age 6-18.

Applies to recipients not already subject to federal work requirements under 7 U.S.C. § 2015(o) and allows programs including public service work experience activities to fulfill work requirements.

Requires the Department of Human Services to report implementation statistics to the House Committee on Public Health, Welfare, and Labor one time per calendar quarter.

Establishes October 1, 2021 as the implementation deadline for the employment and training program requirements.

Approved on April 12, 2019; addresses the finding that Arkansas provides SNAP benefits to over 123,000 able-bodied adults and has more than 32,600 open jobs available.
