Updates energy efficiency standards for Arkansas public buildings and higher education institutions to comply with American Society of Heating, Refrigerating, and Air-Conditioning Engineers Standard 90.1-2013 (instead of 2007), effective for projects entering schematic design on or after June 30, 2019

Requires major facilities and major renovations to achieve at least 10% reduction below baseline energy consumption and consider life-cycle cost analysis in design and construction

Clarifies that the Arkansas Energy Office shall recommend public agency energy consumption reduction goals every five years and identifies specific responsibilities of public agencies for energy management planning and reporting

Makes technical corrections to definitions including "major facility," "major renovation," and "public agency" to specify size thresholds and requirements for state funding

Allows the Director of the Arkansas Energy Office or designee to create advisory committees and grants certain higher education institutions exemptions from program requirements if they develop equivalent policies and procedures
