Requires the Arkansas Energy Office to report to House and Senate committees on Public Health, Welfare, and Labor when applying for U.S. Department of Energy funding for the Weatherization Assistance Program

Mandates midyear reporting on program statistics including budgeting, enrollment, and other relevant information

Requires end-of-year reporting on the total impact of the program and discussion of renewal application for continued funding

Repeals Arkansas Code § 25-11-103 and re-codifies the same provision in Arkansas Code Title 25, Chapter 14, Subchapter 1 as § 25-14-103, requiring the Department of Human Services to transfer 15% to 25% of Low Income Home Energy Assistance Program funds to the Weatherization Assistance Program

Authorizes the Arkansas Code Revisor and Code Revision Commission to update references to the Department of Environmental Quality if organizational transformation legislation passes during the 2019 Regular Session
