Authorizes replacement of Arkansas's two existing statues in the National Statuary Hall Collection (U.M. Rose and James P. Clarke) with statues of Daisy Lee Gatson Bates and John R. "Johnny" Cash, subject to federal approval.

Designates Daisy Lee Gatson Bates, a civil rights activist, writer, and publisher who fought segregation in Arkansas, as one of the two individuals to be represented.

Designates John R. "Johnny" Cash, a legendary musician who sold over 90 million records and was inducted into both the Country Music Hall of Fame and Rock and Roll Hall of Fame, as the second individual to be represented.

Directs the Secretary of State to submit replacement requests to the National Statuary Hall Collection authority, provide required federal documentation, and enter into all necessary federal agreements.

Requires an unspecified commission to fund, select sculptors for, contract for, design, display, and organize unveiling events for both statues using appropriations and private donations.
