Changes Arkansas Natural Heritage Commission member terms from 9 years to 4 years and removes Senate confirmation requirement for two Governor-appointed positions.

Modifies quorum requirements across multiple boards: State Board of Examiners of Alcoholism and Drug Abuse Counselors (from 7 to majority), Arkansas Board of Hearing Instrument Dispensers (from 5 of 8 to majority), and Arkansas State Claims Commission (maintains 3-member quorum with new empaneling procedures).

Reduces Arkansas Board of Dispensing Opticians from 9 members to 7 members and changes Arkansas Minority Health Commission member terms from 2 years to 3 years.
