Repeals Arkansas Code Title 8, Chapter 9, Subchapter 5 in its entirety, eliminating the Arkansas Newspaper Recycling Advisory Committee.

Eliminates the advisory committee that previously monitored recycled content newsprint and soy-based ink use in Arkansas newspapers.

Removes the committee's mandate to develop compliance schedules for newspapers to phase in increased percentages of recycled fiber in newsprint.

Nullifies the committee's goals to increase recycled newsprint use, soy-based ink adoption, demand for recycled newsprint, and old newspaper recycling initiatives in the state.

Effective date: April 12, 2019 (approved).
