State Insurance Department prohibited from applying for or accepting any funds for advertisement, promotion, or enrollment encouragement in the Arkansas Health Insurance Marketplace.

State Insurance Department limited to utilizing only one navigator entity and prohibited from using guides, certified application counselors, or certified licensed producers under the Arkansas Health Insurance Marketplace Navigator, Guide, and Certified Application Counselors Act.

Licensees prohibited from providing gifts of any value to applicants or potential enrollees as inducement to enroll in Arkansas Works Program, Arkansas Health Insurance Marketplace, or other health benefit plans.

Licensees prohibited from soliciting consumers door-to-door or through direct contact without consumer initiation, and cannot use automatic telephone dialing systems or prerecorded voice technology unless a pre-existing relationship exists.

"Gift" defined to include gift items, gift cards, cash cards, cash, or promotional items marketing third-party products or services, with exception for reimbursement of legitimate consumer expenses such as travel or postage.
