Updates the definition of "multiple employer welfare arrangement" to reference federal law as it existed on January 1, 2019, instead of January 1, 2003.

Requires fully insured multiple employer trusts and welfare arrangements to register with the Insurance Commissioner before soliciting members or conducting business in Arkansas.

Requires non-fully insured multiple employer trusts and welfare arrangements to obtain a certificate of authority under commissioner-adopted rules before doing business in Arkansas.

Permits fully insured or self-insured multiple employer welfare arrangements to include employers in common trades or industries, employers across multiple industries, sole proprietors, or working owners as defined in federal regulations.

Establishes that multiple employer welfare arrangements with more than 50 total employers (including working owners) are subject to large group market requirements, with regulations determined at the aggregate level.
