Establishes the Arkansas Grain Grading Act, creating standards for sampling and grading corn, soybeans, and wheat that are consistent with United States Department of Agriculture standards.

Requires the Arkansas Agriculture Department to certify grain dealers that employ grain samplers and graders, and to certify courses of instruction in sampling and grading methods.

Mandates grain dealers sample and grade each grain load within 24 hours of delivery and retain samples subject to excessive deductions for grain damage or foreign material for two days.

Allows producers or grain dealers to request regrading by an official grading agency if disputes arise over grading of samples with excessive deductions, with costs borne by the requester.

Authorizes the Arkansas Agriculture Department to inspect grain dealers for compliance and place non-compliant dealers on probation, with official grading agencies conducting follow-up inspections at the dealer's expense.
