Permits voters to present identification documents and cards in digital format on electronic devices for voting purposes, provided the digital format has been approved or issued by the United States, the State of Arkansas, or an accredited postsecondary educational institution in Arkansas.

Amends Arkansas Constitution Amendment 51, Section 13(b)(1)(B) to establish requirements for digital identification, including compliance with existing voter identification standards.

Updates Arkansas Code § 7-1-101(39) to expand the definition of "verification of voter registration" to include digital presentations of qualifying documents and identification cards.

Specifies that acceptable identification documents include driver's licenses, photo identification cards, concealed handgun carry licenses, U.S. passports, employee badges from accredited Arkansas educational institutions, U.S. military identification, public assistance cards with photographs, and voter verification cards.

Permits expired identification documents to be accepted if they expired no more than four years before the election date.
