Amends Arkansas Code § 19-11-801(b) to add "drone aerial data" to the list of professional services exempt from competitive bidding, alongside legal, financial advisory, architectural, engineering, construction management, and land surveying services.

Defines "drone aerial data" in Arkansas Code § 19-11-801(e) to include 13 specific categories of products obtained or created using unmanned aerial vehicles and processed by professionals, including aerial photography, mapping, videography, three-dimensional modeling, and light detection and ranging data.

Amends Arkansas Code § 19-11-802(c)(1) to prohibit political subdivisions from using competitive bidding when procuring drone aerial data professional consulting services.

Applies restrictions on competitive bidding to counties, school districts, cities of the first class, cities of the second class, and incorporated towns.
