Amends Arkansas Code § 27-64-103 to allow property owners and lessees to mow grass, weeds, and vegetation on adjoining road rights-of-way and install sprinkler systems without barriers or restrictions from the Arkansas Department of Transportation or county authorities.

Clarifies that property owners and lessees assume all risk when performing mowing or sprinkler system maintenance on rights-of-way and waive claims for damages against the state or political subdivisions.

Establishes the Restore Property Visibility Permit, valid for two years, allowing property owners and lessees to cut and clear trees in rights-of-way that block views of structures on their property within 500 feet in each direction.

Requires permit holders to use vendors meeting the same standards as department contractors and prohibits removal of historic trees, landmark trees, or trees planted by the department as part of beautification programs or located in parks and wildlife management areas.

Mandates permit holders plant replacement vegetation on sloped sections to prevent erosion and allows the department to suspend permits for non-compliance or adopt necessary implementation rules.
