AR HB1873

Amends Arkansas Code § 21-5-106(b) to require the Secretary of the Department of Transformation and Shared Services (in addition to the Chief Fiscal Officer) to determine that sufficient funds are available before career service recognition payments are made to state employees.

Replaces references to the "Division of Management Services" and "Director of the Department of Finance and Administration" with the "Department of Transformation and Shared Services" and its "Secretary" throughout the Uniform Classification and Compensation Act.

Updates the classification titles and salary grades for approximately 1,700+ state employee positions, with grades ranging from GS01 (lowest) to SE05 (highest), effective July 1, 2019 through June 30, 2021.

Removes the automatic 1% salary increase provision for Fiscal Year 2018, replacing it with discretionary salary increase authority allowing the Governor to authorize up to 2% annual increases when the Chief Fiscal Officer certifies sufficient general revenues are available.

Removes the specific language about Fiscal Year 2018 salary increases and restructures subsections of Arkansas Code § 21-5-211 regarding implementation procedures for grade changes and salary adjustments.
