Authorizes municipalities operating under city manager form of government to grant mayors veto power over ordinances, resolutions, and orders (overridable by two-thirds board vote) through referendum or initiative petition.

Grants mayors power to appoint/remove city managers and city attorneys subject to board majority approval or two-thirds override vote, and power to prepare annual budgets for board approval.

Establishes initiative petition procedures requiring signatures equal to 15% of votes cast in last mayoral election, with 10-day verification window and 30-120 day election timeframe.

Requires approved mayor powers to continue for 4 years before resubmission; rejected powers cannot be resubmitted for 2 years.

Amends city director election procedures to clarify at-large, ward, and overlapping district selection methods, and establishes mayor compensation comparable to similarly-positioned municipal officials.
