Repeals Arkansas Code § 19-5-304(8)(A) concerning the Crowley's Ridge Technical Institute Fund Account revenue provisions.

Repeals Arkansas Code § 19-5-1075 (Small City Street Fund Act), § 19-5-1210 (Arkansas Transitional Employment Fund), § 19-5-1216 (Arkansas Purchasing Card Services Program Fund), § 19-5-1218 (Energy Management Paying Fund), and § 19-5-1233 (Arkansas Technology Infrastructure Fund).

Amends Arkansas Code § 19-5-401 and § 19-5-402 to establish new revenue allocation procedures for fiscal year 2019-2020 and thereafter, distributing $5,598,008,149 across education, human services, higher education, and other state funds in specified proportions.

Adds $15,877,476 to supplement the Rainy Day Fund and $5,909,000 to the Arkansas Medicaid Program Trust Fund from remaining general revenues.

Declares an emergency effective July 1, 2019, stating that fiscal law changes must take effect at the beginning of the fiscal year.
