Add new section 27-14-1022 to Arkansas Code allowing motor vehicle owners to avoid paying annual registration fees by filing a written certification of nonoperation with the Director of Finance and Administration.

Requires vehicle owners claiming nonoperation status to surrender their license plate and current registration certificate to the director before the vehicle's registration expires.

Certification of nonoperation remains valid until the owner applies for a new registration certificate under sections 27-14-602 and 27-14-705.

Department of Finance and Administration must provide an amnesty period between the bill's effective date and January 1, 2020 allowing owners to surrender license plates without paying registration fees for years when they did not renew registration.
