Extends the timeline for municipal improvement district hearings from more than 15 days to more than 30 days after petition filing.

Requires all improvement district petitions to contain a bold heading stating that a signature constitutes a vote to create the district.

Changes property owners' improvement district hearing timelines from "not later than 10 days" to "not more than 60 days and not less than 30 days" for county districts and from "not later than 15 days" to "not more than 60 days and not less than 30 days" for municipal districts.

Authorizes notice of district hearings to be published on county or Secretary of State websites in addition to newspapers.

Modifies water district and wastewater district petition and hearing procedures to require bold petition headings and allows online publication of notices between 30 and 60 days after relevant reports are filed.
