Amends Arkansas Code Title 23, Chapter 99, Subchapter 9 to expand protections for healthcare providers in alternative payment systems by replacing references to "physician" with "healthcare provider" throughout the statute.

Prohibits healthcare payors from attributing costs resulting from their own contract pricing negotiations with third parties to healthcare providers when calculating gain-sharing or risk-sharing payments.

Requires healthcare payors to use clearly expressed and identifiable benchmarks that are within the control of healthcare providers to achieve, and mandates at least 90 days advance notice before implementation.

Makes all provisions non-waivable by contract, with any conflicting contractual arrangements declared void.

Authorizes the State Insurance Department to enforce the law and grants healthcare providers, practices, clinics, and representative organizations the right to sue healthcare payors in Pulaski County Circuit Court or in any Arkansas county where a claimant resides or does business.
