Amends Arkansas Code § 20-10-702 to add definition of "Primary instructor" as a registered nurse licensed in Arkansas or holding multi-state privilege under the Interstate Nurse Licensure Compact with no disciplinary action on record.

Requires primary instructors to have a minimum of 2 years' general nursing experience, including at least 1 year of long-term care nursing in a nursing facility setting within the last 5 years.

Specifies that general nursing experience may include employment in nursing assistant education programs, supervision of nursing students, geriatrics departments, long-term acute care hospitals, home healthcare, hospice care, or other long-term care settings.

Requires long-term care aide training programs to provide at least 90 clock hours of training, including no fewer than 15 clock hours specific to Alzheimer's disease and related dementia.

Establishes that training programs must have only one primary instructor per course and designates the program as the "Barbara Broyles Training Program," effective only if funds are available.
