Reduces the timeline for municipalities to commit to providing additional municipal services from 180 days to 90 days after a landowner files an annexation request statement.

Requires written commitment from municipalities within 30 calendar days of statement filing, with a copy sent to the other municipality's clerk or recorder, or landowners may proceed with annexation request.

Allows landowners to request annexation if the original municipality fails to execute a commitment within 30 days or fails to take required actions under the commitment after execution.

Reduces the timeline for annexing municipalities to make municipal services available from 180 days to 90 days after passage of annexation ordinance/resolution, with a 12-month total deadline or the annexation becomes void.

Repeals Arkansas Code § 14-40-2006 regarding automatic detachment and reannexation based on service availability and landowner usage.
