Amends Arkansas Code § 25-19-106 to require all officially scheduled, special, and called open public meetings to be recorded with sound capture.

Recording methods include sound-only recordings, video recordings with sound and picture, or digital/analog broadcasts capable of being recorded.

Public entities must maintain recordings in a reproducible format for a minimum of 1 year from the date of the meeting.

Executive sessions and volunteer fire departments are exempt from the recording requirements.

Cities of the second class and incorporated towns are exempt from recording requirements until July 1, 2020.
