Establishes the Medicaid Expansion Efficiency Task Force comprised of 5 House members, 5 Senate members, and representatives from various Medicaid provider types to identify savings and recommend methods to enhance reimbursement rates by December 1, 2019.

Ends individual premium assistance for Medicaid expansion population (those in the eligibility category under Social Security Act § 1902(a)(10)(A)(i)(VIII)) and transitions all Arkansas Works Program enrollees to fee-for-service Arkansas Medicaid Program effective July 1, 2020.

Repeals the Arkansas Works Act of 2016 (§ 23-61-1001 et seq.) and transfers all funds from the Arkansas Works Program Trust Fund to the Arkansas Medicaid Program Trust Fund.

Requires the Department of Human Services to submit federal waivers and Medicaid state plan amendments by July 1, 2020, to implement the transition and establishes triggers for coverage termination if federal medical assistance percentages drop to 93% (2019) or 90% (2020 and beyond).

Declares an emergency to allow immediate implementation upon Governor approval to ensure efficient use of taxpayer dollars and continued healthcare coverage for vulnerable citizens.
