Defines "final business closure order" as a business closure order for which a contractor has either waived further administrative review or exhausted all appeals under Arkansas Tax Procedure Act § 26-18-1001 et seq.

Requires the Revenue Division of the Department of Finance and Administration to provide all final business closure orders to the Office of State Procurement, which must notify affected state agencies that contractors subject to such orders cannot provide goods or services and must cease performance as soon as reasonably practicable.

Prohibits state agencies from awarding new contracts to or maintaining existing contracts with businesses subject to final business closure orders unless the Office of State Procurement provides notice that the closure has been resolved.

Allows unexpired contracts with affected contractors to continue if they were not previously terminated, cancelled, suspended, or discontinued once the Office of State Procurement notifies agencies that the business closure has been resolved.

Amends Arkansas Code § 26-18-303(b) to permit disclosure of business closure order information to the Office of State Procurement for purposes of implementing the new procurement restrictions, effective January 1, 2020.
