Requires unlicensed persons to conduct background checks through licensed firearm dealers before selling or transferring firearms to other unlicensed persons, with both parties appearing jointly at the dealer's location.

Exempts transfers to immediate family members, law enforcement, antique firearms, estate/trust transfers, temporary transfers for self-defense or emergency situations, and transfers at shooting ranges, competitions, performances, or while hunting.

Requires licensed dealers conducting background checks to comply with all federal and state recordkeeping requirements and contact the Arkansas Crime Information Center to determine buyer eligibility, with dealers authorized to charge reasonable fees.

Imposes criminal penalties of Class A misdemeanor for first offense and Class D felony for subsequent violations of the background check requirement.

Prohibits the Arkansas Crime Information Center from charging fees for background checks required under this law or for reports provided within 90 days for professional licensure applications.
