AR HB1940

Requires any person who knowingly possesses a handgun in public to carry it in a restraint holster at all times unless actively using the firearm

Defines "restraint holster" as a holster with at least two of the following security features: thumb strap, mechanical lock, or adjustable tension

Exempts certified law enforcement officers, correctional officers, United States Armed Forces members acting in official capacity, and registered commissioned security guards acting within the scope of their duties

Exempts persons carrying handguns in their own dwelling, place of business, or on property where they have possessory or proprietary interest

Establishes violation as a Class B misdemeanor upon conviction
