Creates the "Solid Waste and Recycling Licensing Act" requiring individuals performing duties at solid waste facilities or material recycling facilities to be licensed by the Arkansas Department of Environmental Quality

Establishes three license levels (apprentice, journeyman, master) with eligibility requirements including employment duration, completion of approved training courses, and passage of examinations

Creates a 10-member Solid Waste and Recycling Licensing Committee to advise the Arkansas Pollution Control and Ecology Commission and the Department of Environmental Quality on licensing program administration

Sets licensing fees not to exceed $50 for initial examination, $50 for credential transfer review, $25 for annual renewal, $50 for biennial renewal, $25 for provisional certificates, and $10 penalty for late renewal

Authorizes the director to issue provisional certificates and special event authorizations, extend license validity periods for administrative flexibility, approve credential transfers from other states or territories, and renew expired licenses within six months with a late fee
