Prohibits sellers from representing or advertising that health insurance, Medicare, or Medicaid will cover durable medical equipment costs unless a licensed healthcare provider has made a referral or prescription before a purchase agreement is executed.

Voids any agreement containing violations of these restrictions, entitling consumers to full reimbursement with return of equipment at the seller's expense.

Requires all durable medical equipment transactions to include a 30-day return policy allowing returns for any reason, with notification permitted in writing or by telephone.

Prohibits sellers from denying reimbursement based on non-return of equipment, though consumers must return items within a reasonable timeframe at the seller's expense after notifying of the return.
