Authorizes replacement of Arkansas's two statues in the National Statuary Hall Collection—currently depicting U.M. Rose and James P. Clarke—with new statues of Daisy Lee Gatson Bates (civil rights activist) and John R. "Johnny" Cash (musician).

Requires the Secretary of State to submit a written request to federal authorities for approval to replace both statues and to coordinate with Arkansas's congressional delegation and the Capitol Arts and Grounds Commission throughout the replacement process.

Establishes the National Statuary Hall Collection Trust Fund to receive appropriations and private gifts, grants, and donations exclusively for funding the design, completion, transport, and display of the new statues.

Mandates the Secretary of State submit proposed designs and production methods for legislative and commission review before approval and requires removal and relocation of the existing statues.

Specifies that the Secretary of State and Capitol Arts and Grounds Commission are not responsible for funding replacement costs from any sources not designated specifically for Arkansas statues in the National Statuary Hall Collection.
