Changes Arkansas Code § 25-27-105(a)(1) to allow the Information Network of Arkansas to "procure" a network manager instead of "contract with" a network manager using a competitive bid process.

Requires consultation with the Department of Information Systems when developing criteria and specifications for the network manager position and duties.

Declares an emergency due to the inability to procure a network manager, citing harm to multiple systems in current use throughout the state.

Act becomes effective on the date of the Governor's approval, or if neither approved nor vetoed by the expiration of the veto period, or if vetoed and overridden, on the date the last house overrides the veto.
