AR HB1975

Establishes the "Medicaid Reimbursement Rate Review Act of 2019" requiring the Department of Human Services to conduct systematic reviews of Medicaid reimbursement rates for all provider types on a regular, periodic schedule.

Mandates that Medicaid reimbursement rates under service categories reported to Centers for Medicare and Medicaid Services be reviewed at least once every four (4) years.

Requires rate reviews to prioritize provider types, consider geographic access to care and rate sustainability, and reward efficiency and quality of care.

Authorizes the department to require cost reports, provider surveys, and other data submissions during reviews, and mandates quarterly reports to the Legislative Council, Bureau of Legislative Research, and Arkansas Legislative Audit listing provider types under review.

Declares an emergency effective upon governor approval (or expiration of veto period, or veto override) citing minimum wage increases putting Medicaid providers at financial risk and the need for prompt reimbursement rate adjustments.
