Transfers administrative support for the Crime Victims Reparations Board from the Office of the Attorney General to the Department of Finance and Administration.

Allows support staff and secretarial services assigned to the board to engage in additional work in other areas unrelated to crime victims reparations.

Changes the annual reporting requirement so the Crime Victims Reparations Board reports to the Director of the Department of Finance and Administration instead of the Governor.

Designates the Director of the Department of Finance and Administration as the authority to institute civil actions against convicted persons for recovery of reparations payments, replacing the Attorney General in this role.

Permits the Director to request assistance from the Attorney General when pursuing civil actions for recovery of reparations.
