Establishes the "Electric Motorized Scooter Act" defining electric motorized scooters as devices weighing less than 100 pounds with 2-3 wheels, handlebars, floorboards, electric motors, and maximum speed of 20 mph on level surfaces.

Prohibits operation of electric motorized scooters by persons under 16 years of age and limits operating speed to 15 mph maximum.

Requires shared scooters to display a unique alphanumeric identification number visible from 5 feet away that is not covered by branding or markings and is used statewide by local authorities.

Mandates scooter-share operators carry commercial general liability insurance of at least $1,000,000 per occurrence and $5,000,000 aggregate, umbrella/excess liability coverage of at least $5,000,000, and workers' compensation coverage as required by law.

Allows local authorities to require scooter-share operators to provide anonymized fleet and ride activity data for trips within their jurisdiction while protecting data as trade secrets and personally identifiable information not subject to public records disclosure without prior aggregation or anonymization.
