Changes the name of the Internal Audit Section to the Office of Internal Audit within the Department of Finance and Administration

Updates the governing Executive Order from 99-08 to 18-01 for the Office of Internal Audit creation and authority

Removes the State Board of Finance as a required recipient of final audit reports, keeping only the Chief Fiscal Officer, Governor, Arkansas Legislative Audit, and other entities designated by executive order

Clarifies that internal audit documentation is exempt from the Freedom of Information Act before final reports are presented, but final reports become public after presentation to designated officials

Requires the Office of Internal Audit to conduct annual project reviews and efficiency studies of the Arkansas Department of Transportation and report results to the Legislative Council by October 1 each year, with the first report due October 1, 2021
