Recommends Governor Asa Hutchinson offer the federal government a specific program proposal including a proposed location in Arkansas to close the nuclear fuel cycle and request grant funding for an education, risk analysis, and optimization design program.

Directs the Governor to assemble a team with expertise from the Arkansas General Assembly, Executive Branch, University of Arkansas, and Argonne National Laboratory to submit a funding application to the United States Department of Energy.
