Amends Arkansas Constitution Amendment 80, Sections 17 and 18 to change judicial elections from nonpartisan to partisan basis for all state judges.

Circuit Judges and District Judges shall be elected on a partisan basis by a majority of qualified electors within their respective circuit or district.

Supreme Court Justices and Court of Appeals Judges shall be elected on a partisan basis by a majority of qualified electors, with exception that the General Assembly may still refer merit selection to voters.

Preserves the Governor's appointment power to fill vacancies in Supreme Court and Court of Appeals positions, unless voters approve a merit selection system.

Requires submission of the amendment to voters at the next general election, with the popular name "A Constitutional Amendment Providing that Supreme Court Justices, Court of Appeals Judges, Circuit Judges, and District Judges Shall Be Elected on a Partisan Basis".
