Proposes amendment to Arkansas Constitution Article 5, § 32 to allow the General Assembly to enact laws limiting punitive damages awards in civil actions for injuries resulting in death or injuries to persons or property, including medical injuries.

Permits the General Assembly to set caps on punitive damages per claimant while preserving the right to recover actual damages for injuries and maintaining the right of action to survive in death cases.

Requires voter approval at the next general election for the amendment to become part of the Arkansas Constitution.

Establishes ballot language for voters, with the popular name "An Amendment to the Arkansas Constitution Concerning Limits on Awards of Punitive Damages in Civil Actions."
