Amends Arkansas Constitution Article 5, § 1 to require General Assembly approval of petition titles before initiative and referendum circulation begins, with titles submitted no more than 2.5 years and no less than 1 year before the election.

Changes initiative petition filing deadline from "four months before" to "no later than March 1" of the election year and requires 30-day advance publication of proposed statewide measures.

Raises approval threshold for citizen-proposed constitutional amendments from simple majority to 60% of statewide votes cast, while keeping statutory measures at majority vote.

Implements new geographic distribution requirements for constitutional amendments: signatures must be gathered from at least one-fourth of counties in each congressional district instead of just 15 counties statewide.

Establishes time limits for legal challenges to petition sufficiency (30 days after title approval for content/title challenges; 30 days after petition sufficiency determination for signature challenges) and prohibits electronic signature collection, requiring paper petitions only.
