Renames the Public Transportation Committee to "Public Transportation, Infrastructure, Energy, and Environment" as a Class A standing committee

Expands the Public Transportation Committee's jurisdiction to include infrastructure, energy, oil and gas, environmental affairs, wastewater, and water and air pollution matters

Removes environmental affairs and water/air pollution from the Public Health, Welfare and Labor Committee jurisdiction and reassigns them to the Public Transportation, Infrastructure, Energy, and Environment Committee

Removes oil and gas jurisdiction from the Agriculture, Forestry and Economic Development Committee

Restructures three permanent subcommittees under the renamed Public Transportation committee: Motor Vehicle and Highways Transportation Infrastructure, Public Transportation and Rail Environmental Infrastructure, and Waterways and Aeronautics Energy and Technology Infrastructure
