Suspends House Rules sections 38.(o)(a) and 38.(o)(b) of the 92nd General Assembly to allow introduction of legislation after the fifteenth calendar day of the 2019 regular session.

Rule 38.(o)(a) normally requires all legislation affecting publicly supported retirement systems or pension plans to be introduced during the first 15 calendar days of a regular session.

Rule 38.(o)(b) normally prohibits introduction of such bills after the fifteenth day unless approved by a three-fourths vote of both houses.

Permits Representative Andy Davis and Senator Bart Hester to introduce a bill creating the Transformation and Efficiencies Act of 2019 beyond the 15-day deadline.

The pending Transformation and Efficiencies Act of 2019 may affect publicly supported retirement systems or pension plans.
