Urges U.S. Congress and Arkansas congressional delegation to call upon China's government to immediately end organ harvesting from all prisoners and prisoners of conscience, including Falun Gong practitioners and members of religious and ethnic minority groups.

Requests support for a full and transparent investigation by the U.S. Department of State into China's organ transplant practices and calls for prosecution of those engaged in such unethical practices.

Directs Arkansas medical community to educate colleagues and residents about risks of traveling to China for organ transplants to prevent involvement in forced organ harvesting.

Directs Arkansas to take measures to ban entry of those who participated in illegal removal of human tissues and organs and to seek prosecution of such individuals found in the state.

Requires House Chief Clerk to distribute resolution copies to Speaker of the U.S. House, chairs of relevant congressional committees, and Arkansas congressional delegation for entry into the Congressional Record.
