Amends Rule 54 of the Arkansas House of Representatives to establish committee selection procedures based on seniority, with standing committees consisting of 20 members (5 from each of 4 House district caucuses).

Requires each House member to serve on two standing committees: one Class "A" and one Class "B," with selection occurring during the caucus on the first Friday following the November General Election.

Establishes a seniority rotation procedure where the most senior member selects first for a Class "A" committee, followed by selection of Class "B" committees in reverse seniority order, with allowances for trading memberships in writing by close of business on selection day.

Creates permanent subcommittees within standing committees (3 per committee, 8 members each) and prohibits transfers between committees or subcommittees during a biennium, except to fill vacancies due to death, resignation, or impeachment.

Amends Rules 80 and 81 to change selection procedures for the Legislative Council and Legislative Joint Auditing Committee from Speaker selection to House member selection using the same seniority-based process outlined for standing committees.
