• Implements a seniority-based rotation process where members select committee positions in order of seniority, starting with Class "A" committees then Class "B" committees

• Increases House Budget Committee size from 6 to 24 members with 8 alternates, following the same party ratio requirements and seniority-based selection process as standing committees
