Encourages U.S. Congress to ratify the United States-Mexico-Canada Agreement (USMCA) to maintain trade continuity between the three North American partners.

States that trade with Mexico and Canada supports nearly 11 million American jobs, with approximately 5 million jobs sustained by increased trade generated under NAFTA that would continue under USMCA.

Notes that since NAFTA entered into force in 1994, trade with Mexico and Canada has nearly quadrupled to $1.3 trillion annually, with NAFTA contributing to a 350% increase in U.S. agricultural exports to these countries.

Highlights that the USMCA contains the most comprehensive intellectual property provisions of any multilateral U.S. trade agreement, superior to those in NAFTA.

Directs the Secretary of the Senate to distribute copies of the resolution to the President, relevant congressional committees, federal agency heads, and the U.S. Chamber of Commerce upon adoption.
