Appropriates $650,000 for mileage allowances, per diem, maintenance, general operations, and other authorized expenses for the Arkansas Senate for fiscal year ending June 30, 2019.

Appropriates $625,000 for salaries of Senate employees and $75,000 for employer matching funds.

Permits the Senate Efficiency Committee and Secretary of the Senate to transfer funds between line items with approval from the Arkansas Senate if any appropriated amount is not needed for its specified purpose.

Requires all fund disbursements to comply with state procurement laws, accounting procedures, revenue stabilization law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency clause effective upon passage, as the 92nd General Assembly convenes January 14, 2019, and session expenses must be paid immediately.
