Establishes maximum of 64 regular employees for the Department of Human Services - Division of Youth Services for fiscal year 2019-2020, with positions ranging from DHS Deputy Director to Records Management Analyst.

Appropriates $9,377,018 for operations including $3,117,007 in regular salaries, $40,008 for extra help, $1,058,943 for personal services matching, and $4,603,006 for operating expenses.

Appropriates $2,480,444 for community-based sanctions, $17,821,100 for community services, $5,082,942 for federal child and youth service grants, and $29,762,244 for residential services.

Authorizes up to 34 part-time or temporary "Extra Help" employees and establishes 320 contingent positions for residential services that may be activated if private contractor services become unavailable.

Authorizes transfers of $240,000 to the Juvenile Ombudsman Program and $400,000 to local juvenile detention facilities, and permits Division to use timber sale proceeds from Mansfield Youth Services Facility for capital improvements.
