Establishes maximum of 1,193 regular employees for the Department of Human Services - Division of Aging, Adult, and Behavioral Health Services for fiscal year 2019-2020, with detailed salary grades from SE01 to GS01.

Authorizes up to 343 part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $117,751,745 from the Behavioral Health Services Fund Account for personal services and operating expenses, including $49,414,598 for regular salaries and $5,764,305 for extra help.

Appropriates additional funds for aging and adult services operations ($34,343,033), mental health grants ($34,534,315), alcohol and drug abuse prevention ($27,170,743), crisis intervention ($5,000,000), Meals on Wheels transportation ($2,400,000), and community alcohol safety grants ($2,416,834).

Includes multiple special language provisions addressing federal funding utilization, physician pay rates, vocational trainee employment, nursing job sharing, state hospital contingency positions, and reporting requirements for community mental health centers.
