Establishes 198 regular employees for the Department of Human Services - Division of Child Care and Early Childhood Education for fiscal year 2019-2020, with positions ranging from DHS Director Early Childhood Education to Administrative Specialist I.

Authorizes 13 temporary or part-time employees ("Extra Help") to be hired as needed at rates established by the Uniform Classification and Compensation Act.

Appropriates $24,910,293 for operations including $8,072,830 in regular salaries, $2,909,883 in personal services matching, and $6,369,531 in operating expenses.

Appropriates $103,103,954 in federal funds for child care development discretionary ($33,445,681) and child care food program ($69,658,273).

Appropriates additional funds for child care grants ($39,306,047), loan guarantees and grants ($36,786), commodity distribution and salvage ($139,676), and a grant to Save the Children for after-school programs ($2,000,000).
