Establishes maximum of 78 regular employees for the Department of Human Services - Division of State Services for the Blind for fiscal year 2019-2020, including 1 Director (GS15), 1 Assistant Director (GS11), 26 Certified Vocational Rehabilitation Counselors (GS08), and various other administrative and support positions.

Authorizes up to 30 temporary or part-time "Extra Help" employees as needed, with pay rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates total of $10,926,692 for fiscal year 2019-2020, including $3,299,869 for regular salaries, $384,174 for extra help, $1,198,436 for personal services matching, and $4,646,768 for purchase of services.

Grants a general waiver of the Financial Management Guide to allow the division to provide college-level coursework in degree programs for eligible employees, funded only by federal rehabilitation grants and not state general revenue.

Takes effect July 1, 2019 with emergency clause, declared necessary for the immediate operation of the agency and provision of essential governmental programs.
